The Colorado Department of Early Childhood (CDEC) invites public comment on the initial draft of the UPK/CCCAP Fund Stacking rules, which are intended to guide funding coordination for children dually enrolled in the Colorado Universal Preschool Program (UPK) and the Colorado Child Care Assistance Program (CCCAP). To ensure the proposed rules are aligned with community needs and operational realities, CDEC is seeking written feedback from providers, families, community partners, and other public members. Your comments will inform revisions to the draft rules before they are considered by the Rules Advisory Council (RAC) and Executive Director, and help ensure the rules are effective, equitable, and clearly written.
